wings west front bumper

wings west front bumper
the crx si i am buying has a full wings west kit and the front bumper looks like it is being pushed up on 4 spots.... 2 beneath each light, almost like bolts r pushing it up. anyone have any suggestions 2 bring it up and closer 2 the hood and lights? thx
