Default incorrect torque specs in helms?

i was about to install my power steering rack and was looking through helms for the torque specs for the mounting nuts. it specifies 43 ft/lbs for the passenger side
bushing clamp (14mm head nuts) and 28 ft/lbs for the driverside bushing nuts (17mm head nuts). can anyone confirm that this is wrong?

not sure if those specs are wrong, but if you've seen my many .pdf scans i can assure you honda does have alot of mistakes in the helms, missing pages, wrong torque specs, wrong measurements etc. usually the pages are updated with an update message at the bottom of the specific page. i know this doesnt help much but there are mistakes in the helms.
