Default d15 cylinder head very hard to turn, timing always off

hey guys i am trying to adjust the engine time on my crx, i do everything correctly check everything then try to start it, it wont, then check it and it is thrown off again. i am thinking it may be the tensioner, but i am not sure, also when the timing belt is off of the cam sprocket and i try to turn the cam by myself with a ratchet it turns some then gets stuck and i cant turn it anymore it feels like the freaking ratchet is going to break! any suggestions thoughts? thanks

Take the spark plugs out, less force when turning it. I would change the tensioner, over look for anything out of the ordinary like a bent cam gear, and double check timing before start up, be careful it tends to slip when you get the belt on.
