Default B16/mpfi swap runs rich and wont pass emissions

I just recently did a b16 and mpfi swap on a 91 std modifying the stock harness and used an 88 integra injector resistor box

when i try to start it in the mornings is has to crank over a bit b4 it starts but it runs just fine (mebe a lil sluggish top end from being too rich) and restarts just fine after i turn it off. I get no CELs but my exhaust is covered in black soot all the time.

I think it might only be my number 1 and 3 cylinders really b/c one day i drove the car from the front of my house to the garage to check the spark plugs and the #1 and #3 plugs were covered in fuel but the others were fine. its new plugs and they are gapped correctly. Timing is set dead on. The injectors should be fine too they were previously on my other hatch b4 I went turbo.

any one have any ideas?

Yeah I think it matters. It wouldn't hurt to swap them around....?

It can't be a coincidence that #1 & #3 were drenched in fuel and the others weren't
