Failed Smog...Need Help from Fellow H22 swappers and Emissions Gurus

run the highest octane you can find and retard timing 2 degrees from stock (i think stock is 13 or 15 degrees and youre allowed +/- 2 degrees), make sure everything is plugged into the right place, for example, IAT plug and IAB plugs are identical, they may be in the wrong place, NOx is fine at 25mph so its not your egr, CO is high at 15mph but low at 25mph so your CAT is fine, HC is high on both speeds so you either have incomplete combustion resulting in unburnt fuel, exhaust valve seal leak, carbon buildup, etc.
first check everything is plugged in correctly and no vacuum leaks, then retard the timing as much as is allowable (anyone who tells you to advance the timing is retarded), if you can get a free retest from your friend do it now), if you still fail have a leakdown test performed, my #'s were pretty similar to yours and mine was due to the exhaust seals leaking
