Default Aiming headlights on a 91

My GF's 91 needs the headlights aimed properly. I found two adjusting screws on each healamp, and you would think one is for vertical, and one horizontal, but apparently, that's not the case.
Is there some trick I'm missing or what here? It seems that they only move in a diagonal axis.

Thanks!

P.S. - I tried searching, but it doesn't seem to be working.
