polish wheels with or without tire on ?
You don't need to take the tires off unless you're having them powdercoated. Just make sure not to get any aircraft stripper on the tires.

I think it's easier. The wheel stays place because of the tire when your sanding away...just don't get a lot of aircraft remover on the tire is all.
