A/c cutoff?
I think you're talking about the ecu stopping the compressor / fan from working / blowing ?
In lotsa cars (my 84 300z for example) had that ...
basically when alot of power is needed the ac will cut out temporarily and allow the engine to regain that lost power from the compressor lets say.
honda just didn't bother and if you floor it you suffer more than necessary.
I am 90pct sure you can get the ecu programmed to just cut the ac out when you give it a certain amount of gas...
hopefully that gives you an idea, or im tellin you stuff you already know :}
