Hi HC(PPM) & CO(%) = Running Too Rich?
I took my car to a smog center for a smog test/pre-test to try and see if my car would pass smog(this is in California), but the guys at the smog center did a complete smog check and sent the data to DMV

Long story short, my car failed due to Hi HC(PPM) & CO(%) during the 15mph dyno run, but passed during the 25mph dyno run. Anyway, because of the Hi HC(PPM) & CO(%) during the 15mph dyno run, my car was given a Gross Polluter Status.
BTW, I have stock ECU, Headers & Cat on the car.
I do have aftermarket cam gears, fuel rail, fuel pressure regulator and fuel pump.
Any suggestions? Could it be that the setting on the fuel pressure regulator is causing the car to run too rich and thus causing the car to fail the emissions test?
If so, any recommendations as to what I should set the fuel pressure for my H22 and what else I should check to fix this?
