Nope, its bullshit. Paypal will never link you to their website like that, just go to http://www.paypal.com and log in....if they have anything important to tell you then it will pop up there and then.
i get those all the time....they're crap. if your really worried about it just email paypal through they're site. but i just erase them and ignore it.
