More than likely the gauge itself. Try swapping another cluster in there and see what happens, oh and make sure you have more than a half tank of gas.

I know that the gauge is messed up because I have filled up three times since I got my jdm cluster and there is no change.

No, actually do what it says, it doesn't neccessarily have to be the guage. The float could be broken, not sending the voltage for some reason, for all you know there's a short. The fuel guage is the LAST part of the equation, there's plenty that can go wrong before that. First off, I would swap it with another cluster temporarily to see if it's a guage problem or located elseware (obviously check the obvious and most likely way first).
Though what's the difference? The Honda gas guages suck beyond belief anyways...mine doesn't work right anyways, they float too much and you can never tell how much gas you actually have in your car
. I like sit in my driveway for like a minut after I come home just to see how much fuel I have left because of the hills 'n **** you can never tell how much u have exactly. That floating device BLOWS. I just don't wanna swap out the whole gas tank because it's simply not worth it.
