Photoshop ?
the distortion looks to be a camera lense, like a reverse wall-eye lens.
it looks to not be done in photoshop, but rather with an expensive camera.
try something small to just learn photoshop, start with basic tutorials, do some searches on the net for easy first timer tutorials and use thoes skills.

That was the first HDR image I ever made. I took about 5 different exposures and put them together with CS2 then edited. I know it is not a realistic HDR and there was no need use multiple exposures on this particular image.. but it is an HDR despite what you may think.
