Default Painting Steelies

I want to paint the 13-inch steelies on my 1996 CX hatch to black.

How hard is it?

Is it basically, remove all four wheels from the car, clean the steelies, paint the steelies, let dry and reinstall?
It doesn't have to be a flawless job because I have wheel covers too.

if you want the paint to stick, you need to sand, primer, then paint.

if you just clean then paint, the paint will fly off at 30 mph (a little exaggeration) but you know what i mean

It will take more time to sand it and prime it, but it's so worth it. Also, I'd recomend a clear coat on it to protect it, dunno if you want to because of the covers, but ya know

Thanks for the responses, so it seems like sanding and priming gives the best results, but just cleaning and painting still works too? Does that sound right?

Did you sand it and prime it? Because I am wondering if I need to do that or not.

If you want it done properly, do both.

Really easy! Clean the wheels good use a wire brush to get off the stuck-on crap.
Mask off the tire once everything dries off, apply primer if you want to.
Spray paint until you have the desired amount/look.
