like a clutch kit for gsr will fit a 99-00 SI right? And vice-versa?

The only b series clutches that arent interchangable are 90-91 b-series with any 92+ b-seires tranny. Different number of splines or some shennanegens.

Yes, 92+ B-series clutches are interchangable. notstock93 is right, the 90-91 are different spline count (but same diameter).
