Default Jumpy Throttle

I have been chasing an issue ever since I bought my car. It came swapped with an H22. Car was converted to OBDI (1996 Accord). Car was tuned previously through a Neptune ECU. Here is my problem:

That car will occasionly have a low idle. Not to low though, maybe...600 rpm's or so. What is really confusing me is it will occasionly have a really touchy throttle. At light throttle openings, the car won't build revs much. I will give it a little gas, and bam!! It just takes off. Doesn't matter what the rpms' are, but is mostly related to the position of the throttle. It won't do this all the time though.

Any ideas? My research on this board and hondasociety have come up empty concerning the jumpy throttle. Thanks for any help you can lend me!!

Sounds like a sensor...maybe TPS. Is there any CELs?

yes. one CEL. Code 43. I replaced the o2 sensor, which cured it for awhile. But, its back again. I'm thinkin that the car was tuned with a rmf header and 2.5" kteller exhaust. When I bought the car, it had the stock exhaust manifold and stock Accord exhaust installed back on it, but wasn't retuned. I think its running a bit rich, fouling up the o2 sensor.
