Default Bigger rear swaybar or new coilover setup?

Im looking to stiffen up my car a little bit and make it handle more neutrally. I only drive on the street. The car is a 99 Civic hatchback. Currently I have Koni Yellows with H&R Sport springs and an oem 99-00 Si rear swaybar. It feels a bit on the soft side. I was thinking either Ground Control sleeves with custom rates or a slightly bigger rear swaybar setup. Are there any swaybars out there that aren't huge like the ITR? Maybe like an 18mm so I wouldn't have to get a subframe reinforcement and it wouldn't cause the car to oversteer. Not looking to spend so much. I just want the car to feel more rigid on turns. Maybe I just don't have my shocks set right?

how about a new set of sprngs from g/c with stiffer rates?
