CHP = California Highway Patrol
What he means is to call your local police and ask them the process of buying a used motor and how to go about checking if it is legal.

Carfax does not state whether a motor is legit or not. I have ran carfax on a friend's car that was stolen 3 years ago and it still doesn't show up on carfax.
Only the police have that info.
If you don't want to burn the seller, then just tell them that you want o run the VIN by the police to see if it's legit. If they don't want to do it, then it's probably stolen anyway.
Another thing is that pre -96 motors don't have VINs, so there is no way to tell if it is stolen.

theres no vin.. its from a 91 integra.. only has block number.. i know the cops can look it up and see cause they do it all the time around here but i dont know any too well to just go ask without causing a problem.

Actually, you're wrong, there is an NICB database that has a list of stolen engines, it is listed by engine code and serial number. Contact your local law enforcement office and have them run the engine id
I was told by a police sergeant that they would never be able to recover my motor because there was no VIN on it and I didn't write down the serial number from the block for my records.
