Default Sway bar WITHOUT lower tie bar?

what is your thought on this?

ST 19mm sway on a 96 Civic with no tie bar.

i was thinking it could be ok, since many cars come with a sway bar stock but no tie bar.

A lower tie bar does nothing for the car in the first place, so whether or not you pair one with your swaybar makes no difference.

So is a tie bar and a subframe brace for two completely different functions?
