i always use an impact gun but you need some psi behind it.

somewhere on that impact gun you should have an adjustment screw, adjust it on the strongest setting and give it a few tries.

if that doesnt work.. you can go to a machine shop, where they have an even more powerful impact gun.

I used my hondy crank pulley holder tool.
Then broke it loose with my 1/2 breakover bar with a 4-5ft cheater bar.
It's a tough sob so keep at it.

It needs to be retorqued to 181 ft lbs. Not 220.... It would be 245 N-m

lol, I jus had to deal with that nightmare on my car a few weeks back. I tried 3 airguns, 2 diff compressors, let the bolt soak in PB blaster for few days. Then I got pissed, locked it in 5th gear, had someone stomp the brakes and used a 1/2 drive breaker bar w/ extension and a 5ft steel pipe I had laying around for such occasions. The trick w/ the extension is I used a spare jack stand to support it while I pulled on the bar to break it loose. It'll seem like it's never gonna come off but it will and when it does, try and not bust ur *** on the floor. hth.
