Default Vtec Problem, VTEC doesn't start on HP4

The problem is that VTEC doesn't start on Prelude '93. Oil level is max. No mods were done to the engine. And rev limiter starts on ~6500rpm. Any ideas guys? No check engine lamp (if i disconnect vtec solenoid the lamp goes on, so the problem is somwehere else i think).
