Default 96 accord lx: determining if needs new timing belt.

can i determine if i need a new timing belt by just inspecting it besides changing it around the 80-120k interval ? i'm not sure if the previous owner changed it.

From personal experience and research I have done it is very hard to inspect the timing belt without removing it and then you might as well replace it while you have everything opened up.
