Take the hub to a machine shop and use a press to get the wheel bearing off... Auto parts stores might be able to rent out another tool that you can use while the hub is on the car.

You said the 'whizzing' noise sounded like the tire gripping the ground when sitting still? That sounds like an alignment issue.
If the noise is a 'whirring' or 'humming' sound when you turn left, then the rightside wheelbearing is the culprit. If you are hearing a noise like the tire losing traction then you may have an alignment issue (primarily the TOE adjustment)

you may be able to find the wheel bearing for 50-60... Some places might even sell and press them into the hub for under $100. As far as other parts to replace... I would say only replace what needs to be replaced. Check your ball joints, axles, etc...
I paid $48 a piece for mine from Acura, but I got the "dealer hookup"
You shouldn't pay more than $60 no matter where it's from. I paid $150 (Replaced both of them) to a service tech on the side to press the old ones out and press the new ones in for me. Hopefully that gives you a good ballpark figure of what it's going to cost.

well i talked to the dealership and they said 400 something for one side. ahaha OEM are expensive. went to pepboys and they said 300 something. talked to a friend of mine and he said he can do it under 200 for me for both sides.
