Ok so i have been looking at archived speedometer broblems, and it seems like nobody has had the exact same problem as me. the speedometer in my 94 lude w/ h22a starts out at 60 mph when i start the car and from there it either goes down or stays about the same, but the lowest it will go is 10mph and then it is still off by more than that when i go... is this a VSS issue?

 

First off, are u getting ane cel's? Especially the one for the vss? Check the connector to your vss also, see if it needs cleaning or has been corroded.
