Default funny noise before vtec

my friends motor makes like a bogging noise before vtec... still pulls but makes that funny noise... this once happens to one of my boys that had a built head and he just tuned it and it fixed the problem but this is a itr block with a stock gsr head so why would tuning be an issue? reason y im curious is because i will be buying this motor in about 5 days and i want to know whats wrong with it....only happens like 1st and 2nd gear that you actually hear it...rolling 3rd,4th and 5th u hear the crossover perfect...please help me fellow HT guru's....

jump the service connector first. then you can adjust timing. use a light. 16 is stock, turn it to the left from passenger fender. you can turn car off and just turn it a little if you want, but then you will have to reset the ecu by upluging it. I have my sohc all the way and then back just a tad, not recomended but i could care less its a sohc and it runs best there.
