Default trying to find a balance..

Aight so my current suspension setup (sway / strut bar wise) on my 99 civic ex, consists of a CTR front upper strut bar & an ITR rear sway bar with ASR subframe kit (coming soon). I know that in order to have the best suspension setup, you want a balance between rear & front (under / over steer). So my questions are:

1) is the CTR bar the largest OEM front upper strut bar?
2) With the current setup, would the CTR rear upper strut bar be recommended? (cause thats how the CTR had it... all 3 bars, so im assuming since the bars are OEM Honda that the CTR was "balanced")
3) I know I can use si endlinks on the ITR sway bar, but can I use the SI mounting brackets / bushings as well?

So the only actual suspension mod you have is the rear swaybar? The strut bar won't do anything to effect understeer / oversteer. If you're running stiff springs, and r compounds, then you might be able to notice the ever so slight delay of the front chassis flexing without the bar, but not otherwise. And I would venture to guess the CTR was not "balanced" stock, as balanced is no where near as safe as understeer in the hands of an unexperienced driver.

Sorry, I can't answer the 3rd question.

well since i have an ex I have a 22mm sway bar up front and then ill have the ITR 23mm rear sway in the back, so do you recommend upgrading to the si 26mm in the front or just leaving it how it is? what differences would I notice?

I'd leave it like it is initially. I don't think that you're going to get too much oversteer from having the ITR bar with the stock EX front bar. I'm running a rear ITR bar with no front bar (but with 450f 400r spring rates) and it can be made to oversteer. I've thought about installing an EX front bar, but that's the most I'd want to go with to reduce the chance of too much understeer.

as for your question 3. You will need different mounting brackets and bushings to mount your rear ITR bar. Either buy ITR ones or buy the prothane 22mm brackets:

the linked ones are for a 22mm bar, you would need ones for a 23mm if you choose to follow that route.

http://www.suspension.com

Best customer service and cheapest priced bushings. Worst website design.
