Default Headlights turn themselves on

My headlights have been acting weird in my 1991 RS since I've owned it. When I turn on the car, about 5-10 seconds later the headlights turn on and are "half-way" on high-beams, I know this because the high beam light is partially lit up in the dash and they are noticeably brighter than the regular headlights. The headlights work like normal when switched on correctly with the lever, and the high beam works normally as well after the headlights are on from turning the lever. Does anyone know what's wrong? Thanks guys

No, the speedo's in mph and the VIN code says it's made in Japan

I had a weird problem with my grounds that would cause my brights to turn off and on whenever I used my blinker.... and the little brights light in the cluster turned on also.... I don't know if it could be a wiring problem but you might want to check it out.

Yeah I noticed that's exactly when the brights turn on, so my car must have DRL then.

Alright man I'll check my grounds and if that doesn't work then I'll take apart the steering column and see if the problem's there, thanks for the help guys
