I'd stick with checking the relay.

there is probably a cut wire in your front bumper lense, try to locate it and re-attach the wire to the dual filiment bulb

If either your front or rear turn signal is out, it will cause the other to blink 2x as fast ... since the corner lenses often crack and get water inside, check the contacts inside the bulb socket ... these will often corrode due to the water leaving the circuit incomplete and the bulb out ... good luck!

I would check all sockets and make sure he did not change any wires. also make sure all the bulbs are in working order. Then work your way to the relay. It has to be one of thoses 3. If you live near by you can swing by and I'll help you figure it out. I am in so-cal too.

Did you check and see if the rear indicator bulbs are burnt out?

relay and the grounds. I had a loose ground and when I signaled it would turn on my wiper and blink fast....how? I have no idea. but I tightened it and it fixed it.

A "free" way lots of people use to get those "hyper blinkers" is to pop out the lens assembly and swap the outer two of the three wires. Perhaps the previous owner did that. Try swapping the outer two wires that go into the lens assembly and try it.
