1.) No. The only way you can tell if it's been replaced is if it looks 'cleaner' in constrast to the rest of the engine bay. ie the metal should look brighter in contrast to a dirtier engine block.

2.) 90k or 105k for newer belts. Someone else can clarify that.

the best how to can be found in the Helm manual though the how tos in the Chiltons, haynes and mitchells are not bad as well.

Belts go by milage unless there is an oil leak from the cam or crank shaft seals, then the milage is lowered, is it worth not doing your belt, water pump and related belt items now and take a chance on doing it later plus a head removal and a valve job, the answer is on you based on your milage, it looks as though there is no oil leak but dont forget to change those seals anyways.
