88-89/90-91 bumper Question

Question are the bumpers the same length in size or is one smaller than the other. I got a lip kit that i just recieved and it sure doesn't fit my 88 CRX. Just need a hand.

also is there any mods you have to do to put a 90-91 bumper onto a 88-89 CRX. Thanks
