cant rev past 3500K RPM
Hows your timing set? if your timing is off a tooth or two then it will prevent you from reving your engine past a certain point.
check your timing first
Are there any codes the car is throwing? -- nvm you said it has a cell...check it and see what code it says

now, i know honda dizzys have several components inside of it, do you know exactly what is wrong inside the distributor if u say it is the distributor??

Yeah, if the car don't rev over 3500 than the service program running. It means, some general problem occured, so the ECU can't feel some of major sensor..
Maybe it will be in the distributor, (I have to swap it too).
What is the error code ?
If your set is bad at the cam, so your belt is off a tooth (I had onece a same problem) then the car is just weak, and revs up slower.. It won't gives a cel...

That's been my experience as well. Last time I got a CEL and there was a 3500 RPM rev limit, it was because I forgot to plug in my TPS.
