Weird start

Weird start
Hi,
Im Marco from Portugal (Europe) and i have 99' Honda Civic EK4.
Some times when im starting the car, there goes on and he stays for a few miliseconds on low rpm and the car shack a litle...it happens more time when car its cold.
Could be main relay?
I just read threads but i dont find a clear answear.

Yes when it starts good condition it goes to ~800rpms...
When the car have weird start, i goes to 100...300rpms a few miliseconds, after that goes to 800rpms
