O2 Sensor
I guess the main thing to find out is where is it located or how do I get to it? I don't know much about cars but I'd like to learn and not pay a mechanic for something that sounds simple. Thanks.
Well first thing, get rid of the o2 sensor by Bosch, because I've heard pretty bad things about their o2 sensors and most of their parts. Get a denso or OEM.
The only problem you might run across is the o2 sensor seizing up in its place so if that happens start your car and let it run for a bit till its warmed up. Obviously, be careful then because it will be hot.
Can you find anyone to get the proper tools to remove it, because I believe you will also need an o2 specific tool that makes it a bit easier..

first you need to know which O2 is defective. there are two. primary one is in the exhaust manifold (front of motor), the other is in the catalytic converter (under the car).
you need an o2 sensor socket ($5 part) to remove it, and a ratchet.
do not buy a universal replacement as you'll have to cut/solder wires to connect it.
it's a very easy job.

Where did you get a O2 socket for $5? I think mine was either $20 or $30 from Napa and I was looking through the Snap on Catalog and it was about the same maybe a little more. Yeah you will need a 02 socket I couldn't get an open end wrech on mine but idk if you can on the 98's or not.

i would definately advise against using anything other than an OEM brand sensor. Bosch and others really don't work well with Hondas. And as for the tool i reccomend a crowsfoot 7/8 medium deep socket those work great

I've always had good luck with Denso, Amazon sells them for 50-60 dollars, plug and play, also recommend you pick up the O2 socket

or

Instructions:
1. Unclip sensor from bracket (#5) and unplug it from the harness.
2. Use O2 socket to remove O2 sensor (#6) from the hole.
3. The Denso O2 comes with anti thread seize, put a dab or two on the new O2 sensor's threads.
4. Thread new O2 sensor, and torque to 33 ft lbs
5. Plug in new sensor to harness and clip back on bracket
(not sure if on this model you have to remove the exhaust manifold heat shield (#4 in picture), if so remove it)
Thanks, but it seems that for the 95 Accords, the 02 sensor location must be else where. I removed the heat shield which exposed the manifold but the O2 sensor is not there. Anyone other ideas?
That's what I was figuring.... I bought the sensor to improve my gas mileage. Would replacing the sensor at the bottom make a difference then? Should I return the part?
It would make just as much of a difference as if it were located in the exhaust manifold. An O2 sensor works the same no matter where it is located in the exhaust stream.
So if you are getting terrible MPG, yes this will help. You'll probably see more gains if you were to do this in conjunction with a tune up.
Changing your O2 sensor, spark plugs, wires, distributor cap & rotor, air filter, fuel filter and doing an injector cleaning will also help your MPG.
