Default heed some help with 93 civic with a h22 engine...

I have a 93 honda civic with h22 motor and my problem is the air/fuel gauge shows me that the car is running lean. I've been using a stock b16 ecu and the car had been running fine until now. when I replaced the spark plugs, the plugs had like red stuff on top of the spark plug tip. I also found like red dust on the cap and rotor and I replaced it but it still running lean and the car is also hesitating. The idle is also bad, the rpm is really low. I also tried a gsr ecu and I still shows me the same problem.
I'd like to get some advices on what might be the problem.
