How do you do that?!

 

take multiple exposures of the same picture, and blend em in PS or some other software

HDR usually makes that effect on pictures.

 

yeah when u process it, you have a choice to make it look like what gizmo posted or a little more realistic. i always choose the more realistic cause thats just what i prefer.
