What's the build on both cars? If the N/A is a fully built track car, then I'd give more respect to the turbo. It is easier to obtain hp thru turbo but doesn't mean that the driver didn't give it his all. I'd say depending on the driver and the set up.
i say NA. takes more time, and effort to build a NA motor than a turbo motor. sure the turbo went faster, but any can spend 3-4k and hit those numbers without really knowing what's in the car. you have to spend more time/money planning a NA build

Both are currently faster than anything I own at the moment..So both get my respect if they built it and tuned it. If they bought it they dont get as much respect.
I think n/a 4cyl in the 12's is pretty damn cool for a street car.
Boosted 4cly fwd in the 11's on the street is really awesome as well.

I give any turbo honda respect. They put alot of work into their setup no doubt. Lots of time, lots of money.
I say the respect factor is equal. But i have to say a 12.5 sec N/A car is harder to build.
