Default vacuum ports on water outlet assembly

My buddy just bought a RSX Type-S and the person who had it before them broke a vacuum port near the intake manifold that goes in the water outlet assembly. It looks to be some water temperture controlled valve that does something with the vacuum.

The threaded hole for this device can be seen in the lower right hand corner of this picture:



Does anyone know what this piece is called?

What does it do?

Is it safe to skip it and hook the vacuum line from the intake manifold straight to the intake?
