Default Car sat for a year, rebuilt engine, now turn signals/hazards don't work

The corner lights turn on, just don't blink at all. There's also no clicking to say they're on, and no indicator lights on the dash. I checked all the fuses. I'm assuming it's the relay, but how do I know if the relay is bad? I pulled it out, and checked for continuity with my multimeter. When I touch the connectors on the relay, the multimeter makes a slight clicking noise. To be honest, I'm really a noob when it comes to car electronics like this.

I replaced the relay, and still no blinkers. WTF is the problem. The lights turn on, they just don't blink.

You said you checked all the fuses but have you checked the 'backup' fuse? i had a similar issue and thought it was a spare fuse but the backup fuse is used in conjunction with the above section which is the instrument cluster fuse.
