Default question on APEX-i Catback exhaust, junk or realistic?

I have a 98 Civic daily driver that has a Apex-i catback exhaust on it. The only other modification on the car is an AEM cold air intake. I got the exhaust put on when I got the car in 2001, and they welded the sections together. Had no problems with the exhaust for the past 4 years, but this year alone I have had to have it rewelded twice. I live in Wisconsin, is weather the major factor here? Is it just old (and thats what happens)? Bad welds? I am told I will likely need to replace it and just want to make sure I get a better quality one next time, but if it is simply the lifespan of an exhaust system in intense weather sorry for wasting everyones time, however any ideas/suggestions are greatly appreciated

Apex-I makes great exhausts, but the piping is not stainless steel, so it will rust, and weather can definatly be a factor. Unfortunatly, this is normal.
