Default hardly any brake

It's a 97 civic hatchback. With the cx motor it was braking fine but right after swapping to a b18c the car can hardly brake (pedal is all the way at the bottom). I was just wondering what you guys think it could be. So far I've bled the brakes at all 4 wheels (used those big bottles of brake fluid), bled the master cylinder, and checked the vacuum hose. Brake pads are still good. Thanks.

Isn't this how you test the brake booster??? ---> Pump brake pedal several times with engine off, hold pedal, start motor, and if the pedal goes down then the booster is good.
