can you.....d16z6 block with a b16 head

Will a b16 head fit on a d16z6? I am trying to stay street legal. Southern California HP are a pain in the ***. I wanna stay legal but push for 160 NA, then maybe when i reach my goal ill go turbo, but for now i wanna stay NA. I searched for this and can't find a thing. That big read link on the right hand corner.
lol well u as a joke we did this at school dot a d16a1 engine from an integra, ground of the 1 and changed the d to a b and sold it to some ricer kid for 500 bucks we told him it was a sleeper valve cover

hahah thank you for that god i just wish someone would give me a straight answer instead of pounding my anus. lolz. i did some reach supposedly i can get it legal the swap i mean. sometihng about the bar you take it and someone looks at it then gives me a sticker then i push that in a cops face.sounds good to me my b16ness is about to happen just one more question what would be cheaper a swap or just upgrading my d16?
