Passanger seatbelt doesnt latch..

my passanger seatbelt doesnt stay latched onto the buckle and doesnt retract.. i called my nearest honda dealer and the guy said its suppost to stay buckled or something? and i have to bring it in for them to look at... would i have to pay for them to fix this or is it free? i heard of a seatbelt recall, is there somekind of recall # i should know about?

yeah there is a recall and the dealer will fix it for free. They have to as it's a safety Item. Try typing your year and model IE (1989 honda crx si) into your fav. search engine usually you will find the TSB's for it. http://www.alldata.com/TSB/892421_en.html

Did some more checking your TSB # is 95028
