Can this be fixed without having to paint the roof?

i have another pic but its not uploading right now
its on the roof on the rear. Could i wetsand it and put another coat of clear on it?

from what I can tell from your picture: no, the paint is gone
sand it down, mask it off, and paint it any color you feel appropriate
