I bought this rail on ebay. What's the deal with the coating?

I just got a response from him when I asked why it was coated. Sounds like he just did it because it was free? Oh well.

if you keep your fuel cooler... less chance of pre-ignition. I suppose hes trying to combat conduction and radiated heat.
