Default H22 power rating 5th gen

i've been told that all h22's in the 5th gen USDM although rated at 195 and then 200 in the last 2yrs of production, are still the same and really only rated at 190hp at the fly. can someone confirm this? I've been told that honda "up'ed the hp" for dropping sales and what not. That all h22's in 5th gen's were essentially the same and that there was no difference in specs. as opposed to USDM 4th gen h22's

I thought that 97-98's are 195hp, and 99-01's are rated at 200hp.

not positive but i remember there was a thread on this about 6 months ago and people were claiming that its because of the header...again not sure about it though
