v-tec head on a d15 block question

i have a vtec head to put on the d15 block, and when i bolted everything up, and got ready to put the timing belt back on i noticed it was very slack, it just slipped very easy back on the the cam gear. what would cause this. it seems too loose.
second, what is the torque for the head bolts
third , how do i reset the timing if the cam gear and crank pully are not set. (how to put the timing belt back on properly so that a piston dosnt hit the valve).

Did you use a vtec timing belt cus if you didnt thats the problem. Use the timing belt for a D16Z6. Make sure to use the head bolts for the vtec head also, cus the torque specs for them is greater than that of the D15. As for the torque specs and exact timing marks just pick up a haynes manual from auto zone.
