Default 2000 CRV Low power, Cost to rebuild motor????

I found a 2000 5speed that is very clean I would like to buy but it is very low on power. I know they do`nt have much power but I drove three of them today and this one had way less power. I can rebuild motors but have never dealt with a Honda. Rebuilts run around $2600 ,Can I rebuild my self cheaper and better or is more costly? I`m trying to get a idea of the cost so I know how much to offer. I realize it could just need tuned up but I want to factor in a worst case senario.

well if there is something wrong with the engine you can buy a "b20b" online for about 550 plus shipping, that is the japanese version of the crv engine,

if you want more power than stock you could buy a bare integra ls/gsr block and put whatever oem rods/pistons in or forged rods/pistons, a b16 or gsr vtec head with portwork maybe some cams, etc etc etc, and if you have a 2wd 5sp you can choose a b16 or gsr tranny to make it even quicker, or you can turbo it, or whatever
