Default H22a1...need help Help Help...timing belt...cant get it over the cam gears cause of auto tensionor

a buddy of mine took his cams out to change cam gears. he loosened the tensionor and then slid the belt over and off the cam gears. The motor is a 1995 h22a1 so it has the auto tensionor. with the auto tensionor wouldnt the tensionor push the belt and attempt to take up the slack wen it was removed from the cam gears? so putting the belt on the cam gears again without removing the timing cover and locking the tensionor would be impossible? basically if ive confused u what i am asking is how can he pull the belt back over the cam gears with out popping the timing cover and locking the tensionor off the belt....any help is appreciated...if anyone has any images, haynes or helms pics it would be appreciated...my buddy keeps calling and bugging me he wants to get his car done asap...so i log on to ask for help
thanks

The auto tensioner is loced in place by a long 10mm bolt. that bolt needs to be loosened, the auto tensioner needs to be removed, and re-compressed. Note that auto tensioners don't usually fail when new, but once they've been recompressed, probably because it wasn't done right. To recompress it, the nolt on the bottom of the auto tensioner needs to be remover, and that reveals a screw. turn the screw and you'll see the thing compress. Don't let oil out of the auto tensioner, or it needs to be filled correctly or again it will bust. (I bought a new auto tensioner because i didn't want to take the risk of screwing it up) once it's compressed, it needs to be tied down with a zip tie, or the tool from honda. reinstall it, the belt should go over easily now, then remove the zip tie to uncompress the tensioner with everything in place. turn the crank over a couple times, and tighten the 10mm bolt. turn over again to seat the belt, losen the 10mm bolt, turn the crank, and tighten it one final time.

oh, The lower cover needs to be removed to do all this...
