ok, im not really a honda guy but trying to help a buddy out. He has a 1999 Civic LX with a header and exhaust. Well i guess the way they are doing emissions now, it reads the cpu or something like that, well it failed. He took it to a shop after it failed and the guy mentioned something about a part that summit sells that will bypass or trick the emissions test so that all 3 sensors read correctly.

ANY help with this would be great.

ok, after i was talking to him I found out that when he had the exhaust done...they took the cat out as well...so.....no rear o2 sensor. He also mentioned it was the cat o2 sensor that failed...so.....

So he's running no cat....just straight pipe. That is why he failed the E-test.

Slap on a highflow cat and you should be fine.
