I agree. Its about $3k too cheap. Somethings probably wrong with it.

It is possible he is just clueless about its value. There were two other very good condition ITR's in chicago over the last 2 years that were sold around 10-13k. I'd chalk it up to ignorance or wanting/needing a quick sale.
