pulsing idle and gas continually goin down,1/4 hose loose on intake manifold???

pulsing idle and gas continually goin down,1/4 hose loose on intake manifold???
gotta problem and im new to the honda world the four hoses that cross the top of the intake manifold, one<closest to the firewall>is open ended but when i put a cap on it my idle drops rediculously but i know it needs to be capped because i can hear it sucking air any help would be a great deal

yes it should be capped off you should not have any open vacuum lines on the intake manifold.
